It always leaves me shaking my head to hear of how someone actually proposes that another license is the answer to anything. Just how that would have prevented someones dog from running into the street is beyond me, though it would have been much more effective at seperating people from more of their money under the pretense of some "service" or "protection" against God only knows what.
It's an old fashioned idea I know but strikes me that common sense and responsibility would have been the best solution there. If that doesn't do it, charging someone a fee for a license might make some people feel that the situation has somehow been addressed but it would do little to protect people, or their animals as the case may be from their own carelessness.
In spite of red faced protests to the contrary, it is stunning how many modern ostensibly "independant minded" Americans expect someone to tuck them into bed, give them a brownie and glass of milk to make them feel better and protect them from whatever boogie man haunts their dreams.
