Wayne,

In my mind a license was obtained by proving that you are capable of meeting the criteria needed to have that license. Hunting for example, in WI you must have passed a hunter safety education course thus resulting in people running around with guns that have an idea of how to keep one from accidents. I think liscenses require responsibility which is something that taught. Common sense on the other hand does not come very easy to some folks.

Jim,

Amen to the license for dog ownership! Many dogs in these parts are smarter than the owner. I have a niece from north of the cities named Kristen and a neighbor boy named Glen attending St. Cloud this year as freshman.

We can still see it over here in the west (MN) Very nice, the animals are skitsie. The neighbors pup ran into traffic and got killed, and all is in an uproar they have 3 kids and no dog training skill Dog ownership license should be required. JimN

It always leaves me shaking my head to hear of how someone actually proposes that another license is the answer to anything. Just how that would have prevented someones dog from running into the street is beyond me, though it would have been much more effective at seperating people from more of their money under the pretense of some "service" or "protection" against God only knows what.

It's an old fashioned idea I know but strikes me that common sense and responsibility would have been the best solution there. If that doesn't do it, charging someone a fee for a license might make some people feel that the situation has somehow been addressed but it would do little to protect people, or their animals as the case may be from their own carelessness.

In spite of red faced protests to the contrary, it is stunning how many modern ostensibly "independant minded" Americans expect someone to tuck them into bed, give them a brownie and glass of milk to make them feel better and protect them from whatever boogie man haunts their dreams.

Marin county CA has a license law that requires those intending to get a dog to have a course in training, that takes several hours and has teeth in the granting of the license. Though we often think of common sense, the fact is that there is a significant number of individuals (and families) that have nothing but TV morality. Common sense is becoming very uncommon. The Marin Co law lowers the number of stray dogs dramatically, and reduces dog ownership to those who (to some degree) care to own one. I agree with your sentement, but live in town whith radically inept owners of both Feline and Canine animals that they treat very poorly. Dogs work for humans in many ways. And most want to do so. They love good training but get pinned and ignored 90% of the time. It makes me cry inside. JimN

While I still just can't get behind the idea of licensing everything to death, that's a pretty good position I'll have to admit.
