Farmall M Distributor timing.....it wont start....

We've been at this again for 3 hours and some. It seems like its on the right timing. The piston is up and its on the timing mark. The rotor is pointing to number one spark plug. I've triple checked the firing order. This thing still wont start. I have no idea why. CAN ANYONE AT ALL HELP ....I've noticed that it says the spark occurs at the first notch. What does that mean. There are three timing marks on this freakin pulley. I dont know what to do now. It just wont start. It doesn't even sound like it wants to start.
