Farmall C Starter

Hello everyone again. I got my C back together and running last week after rebuilding the motor. The problem I got now is that the starter doesn't work. It is a 6 volt system. I gave the tractor a full tune up as well as rewiring the tractor. Even has a new battery. The starter will only make noises like the battery is dead. I hooked the ground directly to the starter (just to check) and it did the same thing. I had the starter tested and it worked fine, but the store only had a 12 volt tester. I am thinking someone before me swapped the starter out (it isn't original) and may have put in the incorrect starter. Before the rebuild I used a 12 volt battery in the tractor as it was all I had (only ran it about 3 times) and the starter worked. Any suggestions? Thanks in advance.
