The low side of that TA is locked up by a mechanical sprag clutch.It is either locked solid and won't slip in the low side which is normal or the tractor will come to a complete stop if it is bad.It will not partially slip.The hydraulic clutch pack on the low side is to prevent free wheeling when you go down hill.The hyd clutch pack on the high side drives the tractor much like the main clutch does.If you are experiencing light sliping under heavy load on the low side I would look at the main clutch.Check free petal travel first.That is a 12 inch clutch in that tractor and they wear faster than the 14 inch clutch in their big brothers
