Let me guess, with both wheel's jacked up and you turn the one wheel, the other wheel turns the opposite way. This is perfectly normal and is how it is suppose to be. It has a differential rear end. To rotate the transmission gears, clutch, and engine by rotating rear wheels, you need to rotate both rear wheel's in the same direction with tractor in gear, otherwise you are just spinning one wheel backwards by spinning the other one. To rock the rear wheel to try to break engine free, let the other wheel down on the ground. If this is not the case, then your clutch is probably stuck in a disengaged position.
