Someone may have taken the little cover off under the rotor and got the gears out of time. There is, I believe, a beveled tooth on the little one, and a timing mark on the larger gear. Carefully mount the mag in a vise with a layer of thick cloth to protect it from jaw marks and turn it in the normal direction of rotation. (A pair of "locking pliers" attached to one of the impulse lugs is a good way to do this.) The points should be closed as the impulse spring winds up, and snap open as the impulse coupling snaps. The timing of the little gears is so that the outer contact on the rotor is next to one of the spark plug wire terminals when this occurs.
