slow turn over

1953 Super C turns over real slow. It is enough to start most times, but the battery pulls down fast. The battery reads 6 volts (which I guess means that it holds a charge), but pulls down to 4 volts when starter is engaged. I have had the starter checked (but later found out it was checked on 12volt), so of course it spun well. Is this a problem with the battery, or starter. Is this not enough information to tell. What should I check next? Is there a way to check the generator's output? Thanks so much -- Martin
