You are correct about the seal. I can recall seeing new tractors [H's, M's, 300's, etc.] with the wire and seal. The top outside bolt and the two bolts in the upper left corner of the governor housing had the wire and seal. I have looked to see an original wire and seal nowdays, but they are non-existant.
