Try disconecting the the rear of the shaft that runs forward to the governer and check for play and smooth operation. There are several bel cranks between this point and the throttle lever so take off the right side sheet metal and see if this is working alright. On mine I had to build up some of the rods to remove slack, also had to replace one bellcrank because it was bent all to heck. The governer being unresponsive can mean its wore out, I got some more life out of mine by installing new pins for the fly weights. Also a good time to replace the governer shaft oil seal and its cheap. Hope this helps. kev
