For a job that uses the pto as you describe, steady rpms at rated speed is what you want. using the pto to set it will work just fine. Put a tach on the pto shaft, and mess with the governor to get the speed you want. You can run it with the governor cover off if you don't mind a little oil spray, or put the cover on with two bolts finger-tight. Most pto-driven machines will run at maximum efficiency at the 540 rpm that's standard for these machines. Some, such as a combine, MUST run at this speed or they simply won't work as planned! Additional engine rpms are useful on some tasks, such as tillage, where a little more speed gets the job done sooner. I always felt additional rpms had no bad effect when pulling a forage chopper. The chopper didn't seem to mind, and the wagons filled faster. In terms of maximum power or efficiency.... well, things get a little murky here. The engine will run at standard rated rpms and last about forever while delivering close to advertised horsepower, but generally, most engines will deliver more power if run faster, (up to where they can't breathe, or where the reciprocating parts can't start and stop fast enough!) because POWER is the RATE at which work is done. If two tractors do the same job, but one does it faster, it's generating more power. Lots of these older tractors have been adjusted to run much faster than stock rpms because someone wanted the work done sooner.
