That model JCB does not have safety check valves on the stabilizers,the most likely cause is like you said an obstruction in the line,that usually happens at where the hoses attach to the control valve,trace the hose that retracts the rod into the cylinder back to the control valve,with the engine stopped and the pressure relieved remove the hose from the adapter,take the adapter off and make sure its clear,put the adapter back,put the end of the hose into a container,pull out the engine stop so the engine won't start,hold the lever to push the leg down,turn the engine over a few turns,idea been if there is anything in the hose it will get blown out,what happens is if any seal debris is in the system it can get through all the plumbing but it can't get through those small bore adapters and blocks the oil return from the cylinder.
