That sounds like there is somthing stuck in that spool valve,mark the two pipes and remove them and the fittings from that section of the block,with a strong light look into the ports,you may see a piece of a seal or the like,if you can"t see anything remove the spool,under the valve there is a cap held on by two 1/4 capscrews,remove the cap,inside is the spring that returns the valve to the neutral position,disconnect the lever,if there is enough room under the spool valve to remove it take it out by pushing it down and out of the block,if there is not enough room remove the spring retaining bolt the spring and the two guides,you can now pull the spool up and out,but more than likely it is jammed,turn it around while you watch through the pipe holes you might see what is jamming it,if you can"t see anything you might have to impovise a puller,a piece of threaded rod flattened and drilled at one end to fit where the lever goes and a piece of pipe that will allow the spool through,pull the spool out,clean it and the block section it fits in with compressed air,pour hyd oil into the block and put the spool back and hope it should be free,you need that spool to be free so it is returning to the neutral position and not staying open causing drag on the engine.
