ford 4500 backhoe steering and curl

I have a 4500 (I think) backhoe which has two problems. First the curl on the backhoe bucket is weak compared to the rest of the operations of the hoe. I think the hoe in general is a little lazy but I'm not sure. The loader is STRONG. I replaced all the hoses on the backhoe at the control valve and I found a steel spacer on the ground I think it came out of one of the lines to act as a restricter to build pressure but I left it out becuase I did not know where it came from and it seemed like a farmer fix rather than an oem part to me but what do I know. Does anyone have pressures for the hoe? Why could it all seem weak but the loader be strong?
My second question is about the power steering (it has it's own pump but is sumped off the main hyd fluid). It works intermitently. I see there a lot of posts about this but I can not find any answers. It turns easier to one side and in general it has good days and bad days. I installed new king pins and busings and they are not binding. I took off one the plugs on the power steering pump and at idle fluid shot accross my yard. I did not take a pressure but clearly it has a lot. If you fool with the adjustment you can get it to steer better to one side but the other side goes away. Could the weak hoe and power steering problems be related? Please help?
