Yes, somewhere around half of the transmission gearing is above the normal oil level. I just measured the dipstick on my '53 VAC, it should be the same as yours. Plug is 1" npt with 1/4" round stock rod attached. Measured from the bottom of the plug to the notch (full level) is 8-5/8" and to the end of the rod is 9-7/8". The torque tube is the transition piece between the engine and transmission. The front is the bell housing that bolts to the engine and the back bolts to the front of the transmission. On tractors with the engine mounted hyd pump, the torque tube is used as a hyd reservoir. Tractors w/o this pump use the same oil as the transmission in there. On the left side of the torque tube just forward of the clutch pedal is a small 4 bolt flange. Just above the flange is the 3/4" npt fill plug. Full level is to the lip of the plug opening. The 4 bolt flange is the access cover for the hyd filter located in the torque tube. Case changed the serial numbering system for some of the letter series tractors during 1953. Rock Island built serial nrs first 2 digits 60, Racine built to 80. VA series were Rock Island built. I don’t know if all VA series tractor serial nrs followed that pattern. I have seen serial nrs beginning in 57 and lots of 60 but no 58 or 59. Click on the link, ignore the letter series at the top of the page, scroll down to VA for 1953,54 & 55. Beginning serial nr 1954 listed as 6011001, I have seen several 60 numbers lower than this and assume they were built in 1953. So this is just my opinion, right or wrong. the only thing I can say for certain is that VA series production ended in 1955, there were no 1956 models built. Joe (with a dead typing finger)
