I am not that familiar with that model case, but I have never seen a power steering system on a tractor with only 2 gpm flow. Normally 3 to 4. If it is powerful but slow, it is lack of flow. If it lacks power and also slow it would be resistance to movement, but you kind of ruled that out by raising front end. I would install a gauge in the line after the flow divider to see how much pressure it takes to move the wheels and then a gauge before flow divider to see what pressure of pump is with steering in neutral . Should only be about 2 to 3 hundred psi to overcome pressure balance spring in flow divider.
