That piece you have unbolted is a "seal carrier". It can be difficult to remove. There is an o ring behind it. The seal can be removed by stabbing it & prying it out. The reason you can't turn the shaft is because when not in use, there is a brake applied to keep the shaft from turning. Or, worse case, the brake is wore out, & the plates are warped.
