How about a converted horse drawn grader (pull behind)? These can be had pretty cheap. They do a quality job since left / right blade elevation is controlled seperately. It allows good crown building. Only problem is that it takes two people. Dad has Mom driving tractor since all the kids are gone... HTH kevin
