I've also seen the axle housings on a WD rotated rearward for the purpose of lengthening the wheelbase, this was on a pulling tractor. You could rotate them forward or rearward, both will lower the tractor. Somethings to consider, what do you plan to do with the fender mounts? Fabricate your own adapters to move fender with wheel? Also, what do you plan to do with the front end? Is yours wide or narrow? Not sure how you could lower the front, other than to use smaller diameter wheel/tire combo. Good Luck with it, let us know how it turns out. P.S. The WF was considered a "standard" model, not quite the same as the "utility" model you stated that you're after.
