Try the aluminium cleaner from your local NAPA. Other chains may have similar but I know the NAPA stuff works. When I got my pickup the rims on it were beyond being brown with brake dust, and I don't think they had ever been cleaned. I had to soak them down several times with the cleaner, and give them a light scrubbing with a scotchbrite pad to get them looking alike aluminium again. From there get some Mothers aluminium polish and your set. You can hand polish if you want but for me, I got one of the Power Balls and put it on my cordless drill. It didn't take long like that and the rims shined like they were new. One thing, don't let the looks of the Power Ball fool you. Being foam it looks like it's junk and won't last any time but I've used mine a good bit since getting it and it has yet to fly apart like I thought it would....and it beats the heck out of polishing by hand.
