Its tremendously expensive and time consuming to compare every signature to the signature card, so the modern practice is to pay all checks, then refund the account if any forgeries show up (sort of like the Quadaffi policy- "Kill 'em all, and let Allah sort it out!".
I'd be going back to the bank, and maybe having a lawyer write them a nice letter, reminding them of the code section, Consumer Protection Act violations (with treble damages, attorney fees, etc.).
