Sounds like there is a very messed up splice somewhere in that cable or incorrect wiring at the breaker box. At the single breaker, The black hot wire should connect to the breaker, while the white nuetral wire should connect to the nuetral buss bar in the box, with the bare ground wire connected to the ground buss bar in the box.
I believe you should see 0 volts between the bare ground wire and white nuetral wire, and 120V from the Black hot wire to either the white nuetral or bare ground.
