I have a WD-45 that I use the old-style Fram filter on and it runs toward the high end on the gauge ALWAYS. (needle stays between the "A" and "L"). Make sure the tube that protrudes up from the filter base is still there. Often they come loose and get discarded with the old filter and you don't notice it.
