I use lawn clippings to mulch my garden, which is a series of raised beds on a high water table clay soil base. New grass-clippings are added to the garden during the entire growing season. The mulch helps keep the soil moist and cool and is incorporated into the soil by the following season. After a few years of this and compost the garden has become saturated with earth worms and is extremely fertile. Even during dry years, watering the garden is a seldom occurrence. A cover crop would rob the garden plants of nutrients, water and may shield necessary sunlight..I'd use the mulch approach..works better.
