My idea is to use the crop roller to give a bed of live plant crimped mulch that has been use to provide nitrogen, and slot till strips for planting into. Unrolling round bales of straw to give a thick layer of straw mulch would also work.
Along the lines of garden planting into un-tilled soil, may I suggest you read books by Ruth Stout. One is How to Have a Green Thumb Without an Aching Back.
I have used wafers of square bales for thick mulch before and planted by removing a wafer where the plant will go.
I still like the idea of planting into strip tilled soil with surrounding mulch to conserve moisture. The drawback might be that insects would have plenty of cover to hide in.
