Yes,the assessor DOES have the right to come in to his business to assess his personal property. They will give him the chance to comply on his own,they will come in and do it,or they will estimate. Our old assessor always estimated,our new one sends out the form and asks for voluntary compliance. It's based on what a business has for equipment on December 31st. An interesting asside to that,it applies to the township where the equipment is located on that day. If you're in the excavating business and you have a dozer or loader sitting in another township other than the one where your primary business residence is,the tax is due in the township where that piece is that day. It doesn't apply to farm personal though. we're exempt.
