What you are seeing is not unburned fuel but rather it is water mixed with carbon.
Under ideal conditions the only byproducts of burning diesel fuel would be water and carbon dioxide. Most of the hydrogen is combined with oxygen to form water which is vapor form because of the temperature from combustion. The carbon ends up as carbon dioxide, carbon monoxide, and plain carbon. That is the black stuff you see in the exhaust. Under no load or light load conditions the exhaust temperatures are not great enough to keep the water vaporized. As it condenses it picks up some of the carbon as it leaks out of the exhaust joints.
