If you plan to replace it go with a Geo-heat pump. The air to air pumps ice up and them you spend money defrosting them. Might as well not have a heat pump then. Icing occures more frequently if you live next to water. The steam coming off the water when it gets cold causes you to ice up even faster.
I live in Indidan, have electric base board heat, 2100 sq ft home and my last electric bill was $230, month before $215.
I would say you have a problem with the pump. Turn your heat pump off and go with the electric back up, see what happens. If there is no change, you need to upgrade your windows, doors and insulate walls.
Your attic may be well insulated. How about your walls? In many cases, windows will lose more heat than the walls and ceiling combined, especially if you have old single windows.
