I finally got it... Finally.
The last problem was indeed the float setting. The factory setting was pefectly level. This was the setting that I had problems with (overflowing). I tried lowering it but went too far and ran into the problem where it would run out of fuel. I set it slightly nose up to lower the fuel bowl slightly and it seemed to work well. No overflowing, no running out of fuel.
I also found a writeup that spoke of the needle valve clip not being symettrical. If reversed, the clip would fall off the float tang and jam up the works. The clip gets set with the bias toward the venturi.
The magnet on the fuel tank is working really well.
So far the: motor mounts repaired, recoil spring repaired, broken muffler bolt extracted, muffler replaced, tank flushed, valves lapped and adjusted, carb mounting threads repaired, oil leak repaired, fuel filter replaced, tank resecured.
The tank still needs resealed. It would have been cheaper to replaced the dang thing.
