I finally got it... Finally.

The last problem was indeed the float setting. The factory setting was pefectly level. This was the setting that I had problems with (overflowing). I tried lowering it but went too far and ran into the problem where it would run out of fuel. I set it slightly nose up to lower the fuel bowl slightly and it seemed to work well. No overflowing, no running out of fuel.

I also found a writeup that spoke of the needle valve clip not being symettrical. If reversed, the clip would fall off the float tang and jam up the works. The clip gets set with the bias toward the venturi.

The magnet on the fuel tank is working really well.

So far the:
motor mounts repaired,
recoil spring repaired,
broken muffler bolt extracted,
muffler replaced,
tank flushed,
valves lapped and adjusted,
carb mounting threads repaired,
oil leak repaired,
fuel filter replaced,
tank resecured.

The tank still needs resealed. It would have been cheaper to replaced the dang thing.

Boy I am Glad you found the problem and how to fix it.

I didn't forget you been looking for my book with good illustrations of the settings I have a book that is over 88 pgs long of all briggs carbs. when I do find it I need to keep it a little closer.

If it does start to act up again make sure float dosn't have a pin hole in it.

heat it with a hair dryer and place it in cool water with a bit of dish washing liquid check for bubbles maybe a little solder at the seam is all it would take for permanent fix.
 
Yep, it would have been cheaper to replace it, but then you wouldn't have the satisfaction of saving it from the scrap heap. Got a lot of stuff that if I figured more than $1/hour for my labor I'd be in the hole.
 

You can"t look at it as a money-losing situation... You now have working equipment AND a good educational lesson in the School of Hard Knocks that will make it that much easier the next time you run into a similar problem!!

I suspected a sunk float by the way it was acting. I set it by specs the first time and it still flooded. I dropped the level, but apparently too far.

This generator has always been a bit of a problem child. I drug it out this year to test start it. First the recoil spring broke. When I got it to fire, difficult as always, it broke free from its mounts ripped the wires/fuel lines loose and went rolling across the driveway, while running. Fixed the motor mounts, and while it was on the bench I spun it over. It was sucking in the muffler and blowing out the carb. Lapped/ground the valves, replaced the muffler. Tried to start, but noticed the carb was loose. The bolt holes were stripped so I clearanced and installed longer bolts with nuts. After everyhting else was fixed and the engine was running I noticed the overflowing fuel bowl...

The rusty tank stilll needs to be sealed, but I will run it off gas cans til I get that done.

I wonder if I could not run it on gas cans permanent-like...
