Whether you need plate on a trailer isn't up to the discretion of the officer- there's either a law requiring it, or there isn't. What IS up to officer discretion is whether to ticket you.
I'd find out what the law is, once and for all. You stated above that the local probate office sells the plates, and didn't know- but your state Department of Licensing (or some such) will know. As a final alternative, you could pay some lawyer 50 bucks to look it up for you.
I've heard things are pretty laid back in Alabama, but this is ridiculous!
