Three items. Purchase a starter draw meter, cheap at the auto store, they are pushed up against the battery cable and read to 600 amps. This meter will tell you if the tractor is getting enough current. Probably should draw about 350 to 400 amps cold. If it pegs the meter, the starter armature is dragging on the field poles (worn bushings) or shorted internally, or the engine is not turning easily. Does the engine run well when started (pull started or jumped)? If so I suspect the starter needs bushings. Bench testing is 20% effective in diagnosing a starter, as it has totally different side loads on the bearings. The cables also need to be at least 0 gauge. Anything smaller like automotive cables will be a show stopper. Best of luck, Jim
