#1 get an I-T FO4 repair manual it explains how the system works and the adjustments you may need to do. If it is still the factory system it has no filter and the pump sits in oil. Sounds like your controls are not working as they should be plus you have a leak down problem which could be a weak relief valve or a blown gasket or a number of other things
