Hello JayinNY, When an engine needs choke to run, it usually is and indication of a restricted high speed jet. Take a carb out of one on those engines, and take a good look at the high speed jet. It does not take much restriction HERE to make the engine starve for fuel. Also make sure that the fuel cap vent is not clogged. From the outside of the cap, you should be able to blow through it. Spider webs can clog them easly. One thing you can do,is loosen the cap while the engine is running, and take the choke off, see if that will improve the power. Fuel consumption at 1/2 choke can't bee good! Also you can check the fuel intake at the carb including the needle and seat, for obstructions. Guido.
