I purchased a used manco go-cart with a 6 hp subaru for the grandkids. It too wouldn't idle. Come to find out the two nuts holding the breather on also held the carb in place and they were loose. I used silicone to insure there were no leaks between the carb and intake and it works fine now. 7 year old grandkid can start it on the first pull. Need to choke it. I'm impressed with the engine. We never leave ours outside to get rained on, so there is no way for water to get into my carb.
I would check to see if your spark plug is good and you have fire. Next I would remove the air filter and put a few drops of gas in the intake. If it fires and dies, it is a sure thing you have a fuel issue. If there is fuel in the bowl of the carb, then it is a sure thing you have choked jets. You may want to find a new carb. LOL.
My son had a honda v-65 and one carb had mouse crap choking the jets. That was a nightmare to clean out. Ended up taking small wire to clean out the paths of the carb.
