When I've seen gas vapor coming out the carb it usually means the intake valve isn't sealing. Intakes usually don't burn, they go out of adjustment or in this case perhaps dirt is holding it open. I think your engine is overhead valve.
It doesn't seem right that your engine will idle, and not come up to full speed. Do you have a high speed adjustment on the carb? Was your old spark plug black. If so that would indicate a rich fuel mix.
I haven't had much luck with spraying carb cleaners. If nothing else, use compressed air to clean the jets. I've had some success with removing the adjusting screws and blowing air in them and not even taking the carb apart. Just give them a good puff.
