Yes it is. Having the turbo closer to the exhaust ports is supposed to reduce lag time. There are actually 2 versions of the 6.7. The Dual boost that is used in F250 and F350, and the single boost that is only rated at 300 hp for the F450 and up. The dual boost engine is not available in the larger trucks. The 6.4 would be better if Navistar had chosen an injection pump that was really up to the challenge of the fuel pressures they run. I would say to those guys with 6.4 engines to change the fuel filters every oil change and NEVER run them below 1/4 tank of fuel. Be sure to check the fuel cooling system coolant level from time to time too. If you see what looks like metal powder/flakes in the bottom of the secondary fuel filter housing, start saving your money. There's likely to be an injection pump and 8 injectors in your future.
