I went thru that several times at GM. In that case, it was an annual productivity target. You had to cut some %, no matter what. The only thing that stopped that was an increase in production volume. Sucked to let folks go, and they did nothing wrong, just business. In my plant, they really didn't hire anybody for years, we lost 4% or so every year, attrition.
