Couple more things to think about, the regulating pressure relief valve is in the block and the safety relief valve is in the pump. Either one could have something keeping them from completely closing. Also, the elbow on the head feeding the rocker arms, early model engines metered the oil at the cam bearing, later model used a orfice in that elbow. If you inadverdently put a regular elbow when an orficed one is called for you would push a tremendous amount of oil onto rocker arms and lose oil pressure at lower volume speeds. Other wise I would start pressurizing system and looking for excess leakage. Boy, that is awful tight clearance on that size diesel engine though.
