I installed an ammeter on my WD-45 and the needle jumped like that. I replaced iot with a better gauge and had no problems. Some of the cheaper gauges don"t tolerate vibration well. " course, if it was working well before and just began this, I would say it may be the regulator. If the regulator has a screw on cover, remove it and watch the contacts to see if they are opening and closing erratically.
