Based on what you've shared I'd be looking for: 1) A poor ground to the regulator base, or 2) The generator 3rd brush is set to the lowest output position - reset it to move it as close as possible to the nearest fixed brush. (This presumes your Cockshutt has a 3-brush Delco generator...)
