Yup. I'll never forget the pothole repair crews in Italy (not picking on that country, just happened to be where I was at the time).
Usually six guys would show up with shovels, etc. and have a big discussion that involved a lot of pointing at the hole and hand waving. Finally, one would pick up a shovel and stick start digging as the others yelled at him; he'd throw the shovel down and they would all yell at each other for a few minutes.
