Doesn't sound right. First of all, what type (make & model of generator, type of tractor, etc.)of generator is it? You don't give much information. Is it a two-brush generator, or a three-brush? Most generators do not power the field, the field is taken to ground through the regulator. What happens when you touch the Field wire to ground while its running? You might even have a poor ground to the generator through the frame...actually, this sounds like it could be the basic problem. In short, more information, please.
