Having 12 volts at the points when they are open is normal. When they are closed they voltage should drop to zero. If the movable arm stays at 12 volts your are either not making good contact across the contact surface of the stationary side is not grounded. Trace the circuit with your volt meter. Where the voltage changes is where you look for your problem.
