There are several test you can make. One is to take a jumper wire and attach it to the generator field terminal and the other end to a good ground. If it charges then it is the regulator. Another test is to take the generator off and make the motor test. A wise old mechanic also told me all your generator might need is a "tune up" This meant taking the generator off and then take it apart and use some fine sandpaper and polish the commutator good , put it back together.
