Tank has one of those anti-siphon things in it so that is out. As for lowering it I figure a small floor jack and a 2X6 or 2X8 etc on the jack to protect the tank. Done a few of them that way over the years and not bad if you can get most of the gas out. I do know I can get some of it out just by hooking a hose the the line coming out of the tank since I found that when you change the filter you have to be fast or you get gas all over the place so maybe able to siphon it that way if I put it up on the ramps
