The style of the pommel is Mexican, but that doesn't necessarily mean its cheap. More pics please. Especially of the underside.
What condition is the leather in? That's a big safety issue. If the leather is dry or stiff, it could break easily.
I'm no expert on western style saddles, but the way the stirrups are attached to the stirrup fenders is pretty interesting. Also noticed that it has old style buckles instead of the blevins style buckles.
Normally the saddle maker's name is visible (advertising). You might try lifting the seat skirts over the stirrup fenders and the stirrup fenders themselves and looking under them for a name.
Other than finding the name somewhere on the saddle, I don't know of any way to determine who made the saddle.
