I've never heard that girth/rigging placement has anything to do with the origin of a saddle, just what the rigging placement is. I can tell you though that if there is no makers mark of any kind, anywhere on the saddle, it generally means CHEAP, no matter the country of origin. Not safe for anything but pleasure/trail riding, be careful!
 
The style of the pommel is Mexican, but that doesn't necessarily mean its cheap. More pics please. Especially of the underside.

What condition is the leather in? That's a big safety issue. If the leather is dry or stiff, it could break easily.

I'm no expert on western style saddles, but the way the stirrups are attached to the stirrup fenders is pretty interesting. Also noticed that it has old style buckles instead of the blevins style buckles.

Normally the saddle maker's name is visible (advertising). You might try lifting the seat skirts over the stirrup fenders and the stirrup fenders themselves and looking under them for a name.

Other than finding the name somewhere on the saddle, I don't know of any way to determine who made the saddle.
 
thanks for the replies i bought the saddle cheap i have not gotten it yet . the people i got it from said they couldnt find a makers mark on it dont think they tried to hard though . i sure hope it turns out to be hereford will know for sure when it gets here i guess
 

I also think it's a cheap built saddle because of the fact the off girth strap is riveted on rigging and the type of quick change buckles on the stirrup leathers.
