I posted below, but politics aside...that explosion and spill didn't happen on ANY state property or within any state's jurisdictions. It happened on FEDERAL LAND that the FEDERAL GOVERNMENT leased to B.P. That alone is a/the show stopper.
Someone the other day cited the specific law that differenciates the difference between this catastrophy and that of Katrina, which was an act of God that specifically occured within a state's jurisdictions, which then provided for federal funding (grants) to the state. This on the other hand, again, did NOT happen on or in any state or state property or jurisdictions. This happened on FEDERAL LAND and is spreading to state jurisdictions afterwards.
