This is a regular occurence in western Washington- any hay crop worth its salt is flat by the time we get weather to cut. This is why we took to disc mowers about 30 years ago, and never looked back.
Cut it as best you can when you get weather, and ted it immediately, to break it up. Then just handle as usual. It may be a little yellow and slimy on the bottom, but that doesn't seem to hurt it if you don't let it mold.
